Planning Scheme and Policies

Read the Town Planning Scheme No. 1, which regulate land use in the City of Kalgoorlie-Boulder, and its supplementary policies.

City of Kalgoorlie-Boulder Town Planning Scheme No. 1, 1997 (as amended)

The purpose of the City of Kalgoorlie-Boulder Town Planning Scheme No. 1, 1997 is to:

  • controlling and coordinating public and private development;
  • conservation of community resources; and
  • other matters authorised by enabling Acts

for the improvement of living standards, welfare and quality of life within the City of Kalgoorlie-Boulder.

The Scheme objectives are to ensure and promote the orderly and proper development of land while securing the amenity of, and the best living and working environment for, the residents of the City, and to direct and control the development of the Scheme area in such a way as shall promote and safeguard the health, safety and convenience and economic and general welfare of its inhabitants and the amenities of every part of the City (TPS cl 1.6).

The Scheme does this through defining which land uses are permitted in which zones.

  •  Zoning table, which outlines which land uses are permitted in which zones
  •  Schedule 1, which defines land use
  •  Development standards, found in Parts 4 and 5.
