The City of Kalgoorlie-Boulder acknowledges Beam Mobility’s commercial decision to conclude its operations in the city this month.
Beam’s current e-scooter permit was due for review by Council in March, and whilst the outcome of that review will now remain unknown, we understand community opinion of this mode of transport was divided.
Throughout the trial, the City has worked closely with stakeholders to address e-scooter misuse by a small number of people. This included increased patrolling by the Safer Streets Team, community education campaigns, and ongoing consultation with Beam.
In February 2024, the City conducted a community survey, receiving over 1,200 responses. The survey revealed mixed community sentiment, with 50% of respondents supporting e-scooter hire in Kalgoorlie-Boulder. It also highlighted key areas for improvement, such as rider behaviour, helmet litter, and parking issues.
This trial has provided valuable insights into alternative and sustainable transport solutions for regional cities, and the City will use these learnings to guide future approaches to micromobility in our community.
"From the outset, the City has worked closely with Beam, local police, and other stakeholders to address e-scooter misuse and maintain public safety,” said Mayor Wilson.
“I haven’t been alerted to significant anti-social behaviour issues related to hireable e-scooters in the community. However, this is obviously a commercial decision made by Beam, and it’s disappointing that the actions of a few have now impacted this hireable service being available in our community.”
“The decision to end operations reflects the complexity of managing these emerging transport solutions, particularly in addressing community behaviour.”
“Clearly there has been a taste for e-scooters in Kalgoorlie-Boulder, as evidenced by an increase in the use of privately owned scooters during the trial period.”
“The City thanks Beam for introducing this innovative and sustainable transport option to Kalgoorlie-Boulder residents and helping make our city more accessible.”
