The City of Kalgoorlie-Boulder was recognised amongst industry professionals at last night’s Local Government Professionals WA Gala Awards in Perth, receiving two prestigious awards.
The first accolade was awarded to Chief Executive Officer Andrew Brien, who received the esteemed LG Professionals WA Medal.
Known for his transformative and visionary leadership, Andrew has made a profound impact on the local government sector over his 33-year career, bringing about lasting change that has shaped communities and championed the interests of local government professionals across Australia. His approach has fostered positive cultural shifts, excellence, and transparency within local government, creating a benchmark of professional practice for the sector.
Since his appointment as CEO in March 2022, Andrew has spearheaded significant organisational and cultural transformations at the City of Kalgoorlie-Boulder. Under his leadership, the City has seen the lowest staff turnover since 2018, strengthened organisational values, and increased engagement, providing much-needed stability and growth for the City.
Earlier this year, Andrew was also recognised with the Eminent Service Award by the Western Australian Local Government Association, underscoring his invaluable contribution to regional and local government.
The City also won the Warlang Workplace Wellbeing Award, celebrating its efforts to foster a supportive, inclusive, and empowering work environment. Through initiatives led by the CEO Andrew Brien and the Executive Leadership Team, the City has introduced a comprehensive range of programs to enhance employee well-being, diversity, flexibility, and professional development. These efforts have had impressive outcomes, with staff turnover reduced by 50% and employee satisfaction seeing a notable rise, as reflected in recent staff surveys.
In the past year, the City has championed a culture of diversity and inclusion, holding annual events such as Harmony Day and International Women’s Day to promote respect and understanding. Additionally, First Nations cultural awareness training has been added to staff inductions, to support cultural knowledge across the organisation.
The City has also expanded safety and well-being measures, including Mental Health First Aid Training, Tai Chi sessions, skin screenings, and a broader Employee Assistance Program. Flexible work options have also been prioritised, with new remote work and flexible hours arrangements, as well as additional leave for new parents all helping staff to maintain a work-life balance and contributing to staff retention.
CEO Andrew Brien celebrated the City’s recent accomplishments, highlighting the dedication of staff across the organisation.
“This past year has been filled with initiatives and improvements that have required the commitment and involvement of our entire team. We’re actively shaping a culture that prioritises wellbeing and development, and while our focus has never been on recognition alone, it’s rewarding to see the efforts of our team acknowledged.”
“Our staff are talented, experienced, and passionate about the work we do for our community, and that commitment makes all the difference,” he added.
“We’re determined to continue building on the strong foundation of our organisational values and advancing these programs that benefit not only our staff but also the community we proudly serve.”
Reflecting on his own award, Mr Brien said he was honoured to receive the LG Professionals WA Medal.
“This award represents not just my personal journey, but also the incredible support and collaboration I’ve experienced throughout my career with local government professionals who share a dedication to community service.”

“Since joining the City, our focus has been on creating a resilient, values-driven organisation that supports both our staff and the community. It’s been rewarding to see the measurable improvements in staff engagement and community outcomes – evidence of what can be achieved together.”
“I look forward to continuing our work to drive positive change, both within the City and across the wider local government sector,” he said.
Deputy Mayor Kirsty Dellar also praised the City’s achievements, stating these awards are a testament to the City’s commitment to its employees and reflect the transformative work accomplished under Andrew’s leadership.
“This recognition is well-deserved, and it highlights Andrew’s dedication to empowering staff, engaging with the community, and setting a high standard for leadership in local government.”
“The well-being of our employees is essential to the strength of our organisation and, by extension, to the Kalgoorlie-Boulder community. Council is proud of the strides we’ve taken to enhance workplace culture under the guidance of our Executive team, and it’s fantastic to see these efforts celebrated.”
